Tail light ON/Headlight OFF TL OFF/ Headlight ON

Is this normal? Whenever I turn my headlight on, it goes on fine, but the tail light is off. So then when I switch this button on my ped (tomos targa lx 2002), the tail light goes on but the headlight goes off. I’ve tried using all the switches on the moped in all different combinations to try to get them both on at the same time, and nothing works

Anyone know if this is normal (I don’t see how it could be) or how to fix this? I want to ride at night, but i’ll probably get pulled over if my TL is off (since I need the headlight on to see where I’m going).
