Don’t plug the hole yet. It sounds like the float is stuck. There is typically a vent hole in the carb body. I would take off the carb and clean it really well. you can test the float to see if it is stopping the flow a gas when the bowl is full. And yes the two problems could be related. The plug is showing the excess fuel because the float is not metering the gas in the float bowl.
