screwed?? hopefully not with your help

o.k.after cleaning the cylinder head buying new gaskets, and cleaning any other necessary things around that area, except the piston head (which you can see)

i tightening it back together with the four hex bolts but didn’t realize that they required a specific amount of torque…so of coarse i tightened it too much and broke the threaded part of the bolt inside the moped. you can see in the picture that the top two holes are empty and the bottom two holes are the ones that i broke the bolt in..

There is no getting to it from the back so my only option was to get a bolt borror (for lack of a better term), but while trying to put the small hole through the broken bolt, it just wouldn’t go anywhere and if i gave it any force the drill bit would break…

do i have any more options?? Am i using the wrong drill bit??

any help would be greatly appreciated… the weathers beautiful and i cant stand not riding in it…
