fuel valve/petcock

I’m fixing a Commuter for my Girlfriend’s Son. The pecock appears clogged, are there rebuild kits or should I adapt something from the hardware store? What else do I need to know about these? It’s been in GF’s Dad’s basement since about ‘81, the odometer has 10 miles. Judging from pics on the web, it appears to be an ‘80 model?
