Puch Hard Tail

I just got my hard tail running and it is running good…...kind of good…...or could be better? Well, here is the scoop. It starts easily, runs great at half throttle up to 30mph. If I open the throttle any more it bogs. I have acquired parts from other peds (muffler, carb etc.) There are no restrictions in the header pipe. Do I need to upjet this mutha? Would a plug chop tell me anything? Otherwise it is running great and I didn’t expect to get more than 30mph out of her, just curious what is up with it.
