'81 NC50 Problems converting to 6v light to 12v

I bought a 12v halogen head light, it has three prongs, 1 is labeled high beam, the second is label low and the third is blank, which i assume means its the ground. I hook this up to my power source/battery charger, and it works fine even when its on 6volts.

When I try to get to work on my moped it doest work. what am i doing wrong. i’ve look at the schematics on the repair manual and i think i’m doing it right. please help
