tomos targa Lx won't start with out the choke.

I bought my Tomos Targa Lx a week or so back. and since It won’t start unless I use the choke first. this wouldn’t be too big of a problem if it weren’t for the fact that the choke gets stuck in the down position when I use it. I’ve tried adjusting the throttle cable and it seemed to work but I guess I was wrong. also today when I did get it started the idle was so low at first it would keep stalling out. I really just want to be able to kick and go every time. does anyone know whats wrong? thanks in advance guys
