81 Honda Express 2 stalling

So I bought this moped about a week ago and havent been able to figure out a problem Im having with it.

Basically itll start up just fine, Ill ride it for about five minutes and itll then start to sputter and stop. During the time its running it seems to run really well. Its accelerates nicely, and can get close to 30 easy. Prior to it dying it loses its power on high throttle and then the maximum throttle gets lower and lower until it stops entirely. Its seems to be a ble to go for a bit longer if I just let it idle or even rev the throttle while Im not sitting on the thing.

So far Ive taken off the carburetor and it looked pretty clean. Just to be sure I cleaned out the pipe that dips into the float chamber. Ive also added an air cleaner and bystarter element. For both of these I used a foam lawnmower air filter and just cut it to an approximate shape. (I thought I saw someone say that was acceptable in one of these threads, but if its a no-no please tell me.) Ive also checked the fuel line and it flows normally. At least until it hits the float chamber.

One thing I did notice while cleaning my carb was that I seem to be missing the piece on page 16-2 (site below) that is shown right next to the float valve but not labeled. I think its the Main jet shown on 16-3 but Im not sure. Is this piece critical and could its absence be causing the problem?

The two primary suspects that I can think of are the capacitor mentioned on 32-2 might be dead, or that there is a problem with the automatic choke shown on 31-5 might have a problem.

I dont really know too much about mechanics (one of the things that buying this thing is supposed to help with) so any insight into what could be causing the problem as well as any beginners pointers would be helpful.
