Tomos dies when given Throttle - Help a dummy

Hey guys, don’t know much about mopeds but am slowly learning a bit. Anyways, been trying to fix up my tomos targa lx (2002) for about a month now and it was ready for the road I thought.
It idles just fine, will sit and idle all day long it seems. So when I took it out for its first run today, it died after I gave it enough gas to go about 10mph. Then I tried again, and took it very easy and gentle, let it warm up fine and everything, and it ran okay, seemed to almost top out. Then after about a quarter mile, it died. If I gave it throttle, it would die. But if I peddled, and gave it a just a tad of throttle (so it could creep), it would stay on okay. But it wouldn’t let me go fast.
I know my exhaust has a small hole on the outside of it, about 8 inches from where the tailpipe is. Didn’t think that would be a problem, but I don’t know anything. Let me know if any of you know what the problem may may be, I really want to start riding this thing. Thanks a bunch in advance.
