Puch wont restart when hot

I have polini 64 cc kit on my puch with 19mm phbg, it starts up and runs like champ when cold, but if i kill it and let it cool for a minute it wont restart unless im rolling down a hill or going faster than 10 or so mph, anyone got suggestions? would it be carb, seals?? I miss days of being able to start by pushstarting it.
