85 yamahopper

I just got a 1985 yamahopper. Cleaned the carborater out and got it running. Rode it for a while and reached about 35-40 mile hr. Let it sit for about 20 minutes, and it took off fine and then will top out at 20 mile hr. When I throttle up while it is moving it sounds like it wants to quit and it slows down. When I let up on the throttle it regains it power and gains speed. Hit the throttle again and it wants to sputter out. Any ideas? Is it a gas/air issue?
