Motobecane Fork Bearings Sticking

Reassembling my forks I’ve run into an issue where the pivot stem is jamming up when i turn it.

Is it simply a matter of over tightening, or are my bearings not sitting right? It seems like the the “top cone” is already pretty loose. Then again, I really don’t know how tight it is supposed to be. When I took it apart, it was only hand tight.

Is there a trick to doing this? I’ve already taken it apart and put the bearings back in a few times, so any advice here would be appreciated.
