I believe that the device in question serves two purposes: 1) It decreases the amount of compression so that you are more easily able to turn the crank and move the piston with your leg power. When replaced with a bolt the initial pedaling is very difficult because of the full amount of compression. 2) I believe that the cable engages something within the transmission. Without the lever engaged, you can pedal the bike and power the rear wheel without turning the crank or engaging the motor. In other words, without the decompression lever engaged, you’re just pedaling a heavy bicycle.
