2007 Tomos Arrow R loss of torque

Since the beginning of Spring, I’ve had a problem getting my Arrow going uphill without losing power. I didn’t have any problems with the Arrow last year (aside from not being able to get it going more than 28-30 mph, but it’s still stock so not entirely unexpected) and when I first took it out this year, it felt the normal. The torque on the thing was great, it would pull uphill at 20-25mph no problem, but as of about 3 weeks ago it just hasn’t felt the same and I can’t get it over 10mph uphill. Idle is fine and I can get up to speed on flat terrain, although more slowly then before. I took it in for service, but the dealer near us is new to Tomos and they don’t know what’s wrong. One guy said it may be the new gas being used, gumming up the carb, but I had drained the gas out before winter storage. Any help, clues, ideas what to look for would be appreciated.
