Yes, I can take the cover off the drive area, have done this procedure a lot already, twice this year , once to change the belt.
I have cleaned these carbs before, and could switch them. I recently read that if you disconnect the oil side you need to “reprime” to get the air from the oil line. I am apprehensive since I ride one daily. Why not compare the carb part numbers on my 2 Honda’s? Would that tell us if they are similar?

I think there is a definite sound difference, between the two.
On my regular Honda Express I have developed a rattle sound that I think is coming from the Driven Pulley side. Currently, I will not ride it, I have to fix the noise. Evan at idle they sound totally different. Last summer I sold a Regular Urban Express that also had a different sound than my Iowa Urban Express.
