please solve this mystery once and for all!!!!

i have a normal express-iowa, but it doesnt seem like its really restricted anymore. downhill i can get it going 40 without 4-stroking, and on a flat, depending on how warm it is out, i can go anywhere from 25-29. i’ve heard the restrictions are different between the NC50 and the NU50, but it seems as though mine has been de-restricted.
