Sticking starter clutch

The bike is an 80 motobecane sebring with a morini mo2. the problem is the starter clutch keeps getting stuck it happens every time i ride it. On the inside of the clutch cover there is a spiral gear that pushes the clutch to engage it this is what gets stuck and it will not let me engage the starter unless i tap on the side cover to free it up. Any pointers would be greatly appreciated.
