Iowa Urban Express vs. Regular Urban Express

I happen to own both a Iowa Urban Express Deluxe and a non Iowa model. With regard to a restriction on the Iowa model. The engines sound totally different between the two. The regular Urban Express sounds more like a motorcyle as it runs down the road (i have had it going 32 on the flat with new drive belt, and I weigh 235). The Iowa urban express sounds more like pop-pop-pop, as it takes off (does 27 on the flat). The restriction is not the muffler, I have switched the mufflers to see if that makes a difference, well it doesn’t. I think it could be in the driven pulley, or the final drive. I am not a mechanic and don’t want to tear apart the final drive.

I have switched the CDI units and that doesn’t matter

Also, if the motors are 49cc each, could they have a different carb set up?
