A dirty carb shouldn’t affect your electrical/spark situation. If you aren’t getting spark, that’s where you should start troubleshooting. Have you read through Fred’s Guide with regards to fixing your no-spark situation? You should probably clean your carb too so that you can appease the moped gods, or else they will cause it to clog on you at a very inconvenient time and place. But yeah, work on figuring out the spark first. (Make sure your run switch is on. If I had a nickel for every time I’d forgotten that, I could have paid for my college education by this point.)

Also, did you stabilize or drain your gas over the winter? If you’re using un-stabilized months-old gas, your moped is not going to be pleased with you.

Oh, and be careful with that starting fluid. Since it doesn’t have any oil mixed in, it won’t lubricate your engine, which could cause a seizure.
