you are correct. the little nipple and tube at the bottom of the carb are for overflow. if gas leaks out of the overflow when the petcock is off, you would seem to have two problems:

1.) your petcock leaks and needs replacing. (a cheap option is to go to lowes or home depot and get a generic lawnmower gas shutoff to install inline with the fuel line.

2.) your float level in your carb needs adjusting and/or the needle valve is worn and not sealing.
