Yamaha qt-50 problem

looking for some help, bought this little gem and one of the small hoses under the carb was rotted, as you can see there has obviously been gas leaking out of it and when I pulled off the small hose gas went everywhere. I am not a mechanic and cannot afford to put this baby in the shop right now. I added a new air filter (thanks to another qt-50 owner here) and an in line fuel filter. my long winded question is this; is this an overflow valve? is so even with the old hose on it if I moved it, gas came out? The gas line is in the off position coming from the tank so I am even more confused now! what gives? is this a normal thing for the qt?
