I have a 2001 Targa LX. You’ll almost certainly have a throttle cable adjustment near your brake lever .. it will adjust the cable and your choke should release easily. If not, adjust the cable at the carburetor cable adjustment. You’ll have to learn to play with the adjustments .. same as your brake adjustments.
