Tomos Targa Lx choke? getting stuck

Hi first off I’m brand spankin’ new to the moped thing. I just picked up this Tomos Targa Lx three days ago. and the guy mentioned something when I was buying it about the using the choke? i think he called it. in cold weather. and it getting stuck. its the little metal lever that sticks out of the right hand side of the bike. well I was not paying much attention because I was too excited. but now I’m having some issues. it wont start right off unless I play around with that thing. and it gets stuck all the way in the down position. and after usually 4 min of screwing with it and turning the gas. it pops back up and my bike starts fine. but even in the up position. when I go to start it the next day it will never start first try. I have to screw with it again. if anyone knows what my problem could be it would be a huge help. thanks guys.
