need help with my motobecane!

Hello, I just bought a 1978 motobecane, which is currently not running. So first I thought I should change all the wires. But I had a question about were a cable goes. The cable that leads from the decompresser lever, were does it go? he had it disconnected, and he photocopied the manual so it doesn’t really help me. Thanks
