Vespa Grande Headlight Running Light Problems

So I’ve got an engine that was originally being used on a bike with no controls (no headlight switch, no horn, no kill switch). I put this onto my Grande with switches and it runs just fine but the bike will only run with the headlight switch in the on position and the headlight and running light do not light up. However, the brake light works fine. Any ideas?
