With what your saying about the choke – sounds like a carb problem. I would leave the exhaust alone for now and start with that. I dont know about your PA50, but with my Moby I was able to take the carb apart and really clean it out without breaking anything and its similar vintage and probably alot more abused that what your describing. I vote clean the hell out of the carb.

Just go slow taking everything apart and dont force anything.
