NC50 Express Starts Fine, doesn't Go

Got this 1980 Honda Express NC50 about a month and a half ago. A bit over a week ago I was riding it and went down a steep and extremely poorly-paved (bumpy) hill… with the throttle off for most of the descent. I did try to give it a bit now and then because it didn’t sound quite healthy, but probably not enough.
Immediately following that, it wouldn’t get above 20mph, and started accelerating from a stop really slowly. With full throttle on a flat road, it’d hit about 17mph, sounding extremely “gluggy” and also choppy – not like the purr it used to be when it would easily hit 28 on a flat road.
After replacing the spark plug, the ped ran quite a bit better and got prompter acceleration and a few more mph, but this morning it completely stopped – with the throttle wide open it now goes about 2mph.
Stuff I’ve Tried:
Installed a fuel filter (made sure it’s not cutting off fuel supply)
Cleaned the carburetor thoroughly (fully disassembled) – this helped a little.
Did a full cleaning of the gas-tank with overnight Evapo-Rust soaking & gasoline rinse afterwards.
Installed a new spark plug – the old one was extremely oily when I took it out – fresh oil, not old.
