Puch clutch lever

My lever that engages or disengages the clutch, i’m not sure just what it does has broken, i’m speaking of the one mounted on the motor. I was playing around with it and was wondering if it would be possible to rig it, possibly wedging something in place while pedaling to get it started. If you were sitting on the bike looking down, the arm would rotate counterclockwise when you pulled the lever on the handlebars, after releasing it has tension that rotates it back clockwise. What exactly does this do? And is there a way to make do in the mean time?
