check spark

I’m trying to get my moped to start and I’m pretty sure something is messed up with the wiring to the spark plug. I have a garelli 1985 basic.
Am I correct in assuming that if I spin the flywheel with a socket wrench that I should be able to see a spark jumping on the end of the spark plug? I have the spark plug unscrewed from the moped. I twist the flywheel and I can hear the horn if I press it but no spark. This should mean that the magneto is in working condition if the horn sounds? Any help would be appreciated.
