One of a couple of possibilities:
1. There is dirt in the float jet.
2. The float needle is scored or marked such that it will not make a good seat.
3. The float bowl is on backwards, not letting the float, float.
4. The float has a leak in it and will not float up thus shutting off the fuel at the float jet.
5. If there is an adjustment that can be made, perhaps the adjustment is out of whack.
6. The float is on upside down
7. The screens on your petcock are bad, letting dirty gas into the float needle.
