Honda Express airbox

So, mine is just empty. There is a metal cage thing, and it really looks like there should have been foam or something in there, but it’s long gone. It’ll only run choked, and on top of the choke it has to be hand choked to start it. So, it’s clearly getting way too much air. Would cutting some of that green lawnmower foam to fit in there work? I’m thinking it should go on the outside of the metal cage-y thing, right?
