Sachs losing power randomly at high throttle

I’ve got a 77 Sachs Imperial that I just got running a few weeks back. At first it would die randomly and would be really difficult to get started again. I thought it might be a faulty kill switch and after removing it, the ped ran fine for a couple weeks.
Over the last week, I’ve been experiencing a loss of power when riding at full speed. It usually only happens after riding for 5-10 minutes, and usually with the throttle full open on a straightaway.
All of a sudden it feels like I’m hit with a strong oncoming gust of wind and I start slowing down. If I ease back to half throttle I start getting power again, but if I push the throttle back open, it will only be a second or two before I lose it again.
I’ve pulled over and checked – my fuel line is fine and the filter is clogged up. The choke doesn’t seem to help at all. Exhaust looks clear.
I can usually ride normally after using half throttle for a few minutes, but the problem keeps coming back throughout the rest of the ride.
From what I’ve read with a search, this sounds like a carb problem, but I just cleaned out the carb and installed new gaskets and a float needle last month. Any ideas?
