1980 Honda Express 2 Issues HELP!

I need alot of help on a 1980 Honda Express 2 we are trying to get to good shape. Its beat, but only haws 1,000 miles on it. It runs like crap and smokes ALOT. it Wont idle, it sounds like it is flooding out. I cleaned the carburator really good and the thing starts beautiful. But wont idle. when its moving it moves great and hits like 33. Does it have something to do with the oil pump? Is there some sort of carb adjustment besides for the low end adjustment? What should the low end adjustment be set at? I say this because there is a line running from the fuel pump to the carburator. my old 78 NC50 didnt have this. Also the choke cable is missing a spring. That might affect something.

For the Second Part of the problem bike. Somebody cut the wires going to the tail light and signals. they then lenghened the wires and spliced them in. then they cut them again. i need a wiring diagram BADLY. I can not figure this cluster fuck of wires out.

any help would be greatly appreciated, since this bike is for a friend who is getting into mopeds and he needs some help. thanks
