PA50 doesn't 4stroke ne more, still slow, now what

I got my PA50II to stop four stroking by taking out the foam air filter. I reckin I’ll replace it with something else sometime, But it still only does like 20-22 unless I go down hill. Any ideas? I tried to clean out the exhaust with a screw driver through the hex nut hole, but it didn’t seem all that dirty. PLEASE HELP!
