Re: PA50 does about 22, is it governed?

I did those two things and it doesn’t seem to be four stroking anymore, but it still only wants to do about 20-22. I checked to make sure it wasn’t a PA50, the frame says PA50 II right below the handle bars, and the vin/serial # starts with 22, so unless someone put a pa50 engine on it somewhere, I donno what the deal is. It will do 30 down a hill without 4 stroking. I’m on my way to get a new plug now. Any ideas would be much appreciated.
