Motobecane Carburetor Help

Can anyone tell me how to adjust the float on this carb.
I’m talking about the needle that runs through the center of the float.
Carb. keeps flooding and I’m pretty sure this is the problem.
There is nothing in the Motobecane service manual that shows how this is done.
