The O-ring for the top gasket looks perfect!

On the subject of the intake-to-carb connection, you might try putting them both in a vise if you have access to one, then squishing them together slightly with the vise to compress the O-ring, and then tighten the carb down on the intake. If that still doesn’t work, loosen the clamp part of the carb, put in a aluminum can shim, and repeat. Then never, ever take the carb off the intake.
