evapo rusting struggle

It don’t look good.I was hoping the holes left from the self tapping screws that held the lawnmower tank on would not need to be plugged.The rust is thicker and deeper as you can see by the pile of on the jug and floor.I had an ugly orange cloud in the air while blowing it out and I should try to brush it somemore.I have to permenantly plug the holes in the tank.Then I can pour in the evapo-rust.Any suggestions please?
