The run/stop switch on the right handlebar is in the run position, right?
And the ignition switch is on.

Pull htat new cap off and see if you get a spark from the wire to the engine. Try holding is so the gap between the end of the wire and the engine is about 1/16” You might have to make up some kind of a jury rigged thing to hold the wire in place while you crank.

Does the headlight light up when you are cranking it?
