If you are speaking about the two 21 mm nuts, one on either side of the clutch, the one behind the clutch should threaded all the way down on the threads hand-tight. Just use the socket without the bar to tighten it. (There should be a thin washer between this nut and the bronze bushing of the drive-roller assembly. After the first nut is on, you put the deflector seal over the nut. Then install the clutch with the “x”’s facing out towards you. Then install the second nut and tighten it as tight as you can. There is a special tool that is used to hold the clutch from turning while you tighten the nut. There is no key to hold the clutch in place on the crankshaft. The tightness of the second nut is what holds it there. At this point, make sure the crankshaft turns freely. The drum/roller assembly will turn with it at this point.
