solex s3800 - question on clutch reassembly

I replaced the the friction “roller” on my s3800, which required me to take apart the clutch entirely. I have just reassembled the clutch but I think I overtightened one of the nuts on the shaft because it seems like the clutch/clutch housing should be able to rotate independently (freely) of the drive shaft (otherwise, what’s the purpose of the clutch?) So, my question is, which one of the nuts is supposed to be looser? Right now I have them all tight.
