There’s a ground wire that sometimes messes up. Inside the tail light, it goes to one of the mounting screws. This grounds on the underside of the fender, which is not so good, since it gets wet and dirty and can corrode. Make sure it’s connected inside, then clean the ground under the fender and see what happens. What new bulbs did you use?
