1. The ring seal is #10546 in this diagram:
http://documatheque.galet.free.fr/displayimage.php?pid=679&fullsize=1 It is made of rubber. If it is missing, the air fuel mixture may be affected, but its missing would not prevent your Solex from starting.
2. Install the cylinder-head gasket dry. The only gasket that needs to be slightly greased/oiled is the crankcase sidecover gasket, which is paper.
