title transfer in pa

Hi, I was wondering if it’s hard to get a title transfer in PA if youa re purchasing a moped from another state. Anyone with any experience please let me know.

also, does anyone have any experience with titling a moped that does not have a title. I know some states don’t require a title. In this case, do I just need a bill of sale? Thanks for the help!
