what states don't require titles for mopeds

Well my Puch is all finished
and now the real fun begins.
i live in PA and need a title to plate it.
it was recovered from an older guy who said it was in the basement for twenty years. it is missing the normal vin plate,

when i got it i ran the frame number through the state and local police to make sure it wasn’t stolen.

after i fixed it up someone stole it and trashed it as a result i had to get it out of impound a waived 600.00 impound fee receipt and had to get a professional estimate on the damage

a $400.00 repair bill from steves moped in nj now can i have steve issue a cert. of manufacture since it has not been titled for ten years and he did reassemble it

or use the impound form to state ownership by default or what states dont require title or registration? i really don’t want to wait untill sept. to ride help
