how to register 1959 mobylette

HI can anyone tell me how to register a 1959 av88 with no frame numbers.I tried to obtain a a title from a title company but the said the DMV would not process this vehicle probably from lack of VIN# it only has the engine serial # any help with this matter is greatly appreciated thanks charlie norgalis
