First time buyer -- is this worth it?

I’m looking to buy this 1979 Honda PA50 II, and I’m wondering if it’s a good price for a moped in this condition:

It’s been repainted, and needs the following items (according to the seller):

Headlight
Speedometer Cable
Few Bulbs in Headlamp assembly
Footrests(optional?)
Side Mirrors

The guy wants $350 or best offer. Assuming it runs well, is it a good buy? I can’t seem to find any good resources on the moped market and what various vintage models are worth.
