Moped Parking Ticket!?!

Ok sorry i have to rant – i come out of work on Friday to see a ticket stuck to my ped. it was locked up to a bike rack on the sidewalk right in front of my building. i have been locking it here for the entire summer. and get this – I have old Wisconsin license plates on my bike that expired in 92. the dumbass cop wrote down all that info on the ticket. the bike is legal and registered in my name i just never got around to changing the plates. Isnt it legal to lock up your bike on the sidewalk? this happened in Chicago by the way,
if they expect me to pay the f-ing $60 their outta their minds.
