starting ciao

Be nice guys, I just got my first moped. Have only had bikes with keys and ignitions. How the heck are you supposed to start these things?? I am trying to trouble shoot it but don’t know what is supposed to be happening so I can even begin. I know that I have some rust in the tank but took apart the carb and it looks pretty good. Put in a new plug and am ready to give it shot but———
The owners manual that I found here doesn’t even seem to cover the starting sequence.

The bike is a 1978 and might be a model sold in Canada, if that makes any diff.
