Yeah, they tend to seize from dormancy, gas turns to varnish etc…

Fill the case/cylinder with oil and let it sit for a while, then see if you can’t get it to turn over with a little force. Eventually you’ll be able to get it to turn over, hopefully. There’ll prolly be some damage to your main bearings, though, but I’ve had good luck with these sorts of things.
